Job Summary

GCP PAPER USA, Inc. is seeking an experienced Human Resources Generalist to support our HR operations in Houston. In this role, you will help maintain a highly qualified, competitive, and motivated workforce by executing daily human resource administration, payroll support, and employee relations programs. You will ensure rigorous compliance with current federal and state labor regulations, institutional procedures, and safety guidelines to foster a harmonious, secure, and highly productive work environment.

Essential Duties and Responsibilities

  • FLSA & Payroll Administration: Ensure strict alignment with Fair Labor Standards Act (FLSA) guidelines, process documentation for hires, terminations, and status changes, and serve as the primary point of contact to resolve employee payroll inquiries.
  • DOL Audits & Relations Support: Assist in gathering data, preparing documentation, and coordinating requests for Department of Labor (DOL) audits to mitigate legal risks and protect corporate assets.
  • Internal Regulations & Disciplinary Support: Administer and enforce the Employee Handbook and internal work regulations; track employee absenteeism, manage incidence logs, process leave-of-absence protocols, and facilitate disciplinary action documentation.
  • Labor Records Auditing: Conduct weekly audits of employee time cards to ensure total accuracy, verify appropriate manager approvals, and maintain secure labor compliance records.
  • 401(k) Plan Administration: Coordinate with the third-party administrator of the company's 401(k) retirement plan to process participant updates, enrollments, and routine compliance tasks.
  • Tax & Fiscal Coordination: Assist in verifying the accurate execution and tracking of payroll tax and fiscal obligations stemming from human capital management.
  • Metrics & Reporting: Track, compile, and report departmental OKRs and KPIs to HR leadership, contributing data-driven insights to support talent retention and continuous improvement.
  • Talent Acquisition: Execute the plant’s recruitment, selection, and onboarding workflows to guarantee prompt coverage of operational and administrative vacancies, ensuring business continuity.
  • Retention Tracking: Conduct employee exit interviews, compile data on the root causes of turnover, and report trend metrics to assist in formulating targeted retention plans.
  • Policy & Document Maintenance: Support the update and publication of corporate HR guidelines, standard operating procedures, and job descriptions to maintain an aligned organizational structure.
  • Organizational Climate & Employee Relations: Facilitate initiatives aimed at employee well-being, provide initial mediation for interpersonal or interdepartmental conflicts, and support employee development programs.
  • Sustainability & Compliance Culture: Deliver internal environmental awareness messaging and guarantee that corporate sustainability policies (ISO 9001:2015 and FSC certification) are deeply integrated into new-hire orientations.
  • Personnel Movements Processing: Manage and facilitate the administrative workflow for recruitment, selection, hiring, and employment termination at the plant level, escalating issues to leadership as needed.
  • Financial Data Verification: Audit payroll runs and vendor invoices for inconsistencies, pausing processing and escalating critical discrepancies to HR leadership for resolution.
  • OSHA Records & Workers' Comp: Maintain the secure, confidential preservation of incident logs, Workers' Compensation claims, and medical leaves under OSHA and privacy laws; assist with the annual Workers' Compensation insurance audit.

Qualifications & Requirements

  • Education: Bachelor's degree in Human Resources Administration, Business Administration, or a related field requiredcombined with 2 to 4 years of progressive HR experience (preferably in a manufacturing or industrial environment). 
  • Technical Knowledge: Strong working knowledge of US federal and state labor laws (FLSA, DOL guidelines, OSHA regulations, EEO laws) and practical experience handling employee relations.
  • Metrics & Analytics: Competency in tracking, interpreting, and reporting data-driven OKRs and KPIs focused on human capital.
  • Technical Systems: Proficiency in HRIS platforms and Google Workspace tools.
  • Language: Advanced communication skills in English and Spanish preferred.
  • Skills: Strong conflict resolution, problem-solving, active listening, and cross-functional organization skills.
  • Certification: SHRM-CP or PHR certification preferred.
  • Work Authorization: Must be legally authorized to work in the United States.

Physical Demands & Work Environment

  • Postures: Ability to remain seated in front of a monitor for prolonged periods, combined with occasional walking tours of active production and warehouse environments. Physical ability to bend, crouch, stretch, or ascend step stools occasionally for physical file archiving.
  • Lifting: Ability to occasionally lift or move file boxes and office supplies weighing 0 to 50 lbs.
  • Environment: Primary work performed in a temperature-controlled office environment, with occasional field exposure to industrial noise and dust during plant walk-throughs.
  • Required PPE: Mandatory use of company-provided safety boots and safety glasses during plant floor visits.
